DJ Hadoken has this to say:
The lamesters of capitalism have struck us.
Much like The Big M was nearly torn apart for its assets, RIA has also been thrust into this vortex known as corporate monopoly and is therefore being forced into the blackhole of capitalism. These lamesters, who want to charge us for success, are no better than corrupt authority figures.
This morning, I found dormant an e-mail from the Civics service at Geocities, and this is what it said:
Dear GeoCities Member:
Congratulations, http://www.geocities.com/riafunk is very popular and has been receiving a large amount of traffic. Your site has become so popular, in fact, that our records indicate that you’re using more than the allotted amount of data transfer we provide for a free web site, which is 3GB/month (measured on an hourly basis).
In the past we have not enforced that limit, so your site has been uneffected thus far. However, shortly, all free member sites transferring more than the allowable data limit will be disabled for portions of the day until usage falls to within the prescribed limits.
If you’d like to prevent this from happening to your site, you may join one of our new premium services, GeoCities Pro or GeoCities Webmaster. These packages allow for 10 GB and 20 GB of data transfer respectively, and also give you the option of purchasing unlimited data transfer so your site will never be disabled. These packages also enable you to run an ad-free site at your own domain name (for example, www.your-dot-com.com) AND get matching email accounts at that domain (like you@your-dot-com.com).
For more information about our new packages, please visit [this URL]. Upgrading your current GeoCities site to one of our new premium packages is easy - just a few clicks away - and you don’t have to move any of your files.
If you’d prefer not to receive notification when your site is shut down for going over the transfer limit, you may visit [this other URL] to take your name off of our list. Of course, we will continue to monitor your site’s data usage and turn it off if it exceeds the limits.
Thank you,
Yahoo! GeoCities

Now it seems that all decent free services of the internet have been toppled.
I remember back when there was a web hosting service called Dragonfire. They offered 50 mb free web space with no catches. That service then found it necessary to start charging its members. Now it is completely gone. Thus will happen to Geocities, for threatening the prosperity of the services RIA provides free of charge.
We are either to look for a new free server, stay on Geocities and not pay (risking partial shut-downs on random days), or find another service in which we must pay for a domain.
There are about $100 in the RIA fund. This is all thanks to money we have received from the sale of shirts, CDs and donations. $100 is about good for five or six months of a service.
This is an issue that needs to be discussed, as you can see we are all quite lazy and none of us really want to pay for anything in our life.
We again ask for any suggestions or thoughts on this. Leave a message on the board.
Done.
